The City of Niagara Falls Section 8 Program administers a federally funded rental assistance program for the City of Niagara Falls.  The agency also administers the program in Niagara County as local administrator for the State of New York.  Through the assistance of this program, very-low income families may afford decent, safe, and sanitary housing.  Currently the Waiting List is closed.  However, the program will accept applications for persons who qualify for the Niagara Falls Housing Partnership Program.  (Criteria listed below.)

Niagara Falls Housing Partnership Program.  The NF Housing Partnership Program (NFHPP) provides rental assistance to families who are or could be eligible for Temporary Assistance to Needy Families (TANF) and families who have received TANF in the past two years.  In connection with this criteria, the families must be working, in a training program or attending school in an effort to obtain family self-sufficiency.  These families must also meet the eligibility requirements for the Housing Choice Voucher Program.

The NFHPP currently has nine partners committed to assisting these families with needed services.  These partners are Community Child Care Clearinghouse, Cornell Cooperative Extension, Literacy Volunteers of America, Niagara County Center for Independent Living, Niagara County Department of Social Services, Niagara County Employment and Training, Everywoman Opportunity Center, Family and Children’s Services, and NYS Department of Labor.  The purpose of the partnership is to help families overcome or remove barriers that would hinder them from becoming self-sufficient.  Interested persons may obtain an application from one of the nine partners. Family Self Sufficiency Program. Participation in the Section 8 Family Self Sufficiency Program (FSS) is on a voluntary basis and limited to individuals currently receiving Section 8 rental assistance under the City of Niagara Falls Section 8 Housing Choice Voucher Program. The objective of the program is to reduce the dependency of very-low income families on welfare assistance.  FSS participants are provided opportunities for education, job training, counseling, and other forms of social service assistance, so that they may obtain education, employment, and business skills necessary to achieve self-sufficiency. 

In addition to providing opportunities for education, job training, and counseling, FSS participants that increase their initial household income due to employment will establish an FSS escrow account.  If the family has met all of the goals outlined in their contract, has maintained suitable employment, and has not received any cash assistance from the Dept. of Social Services for 12 months prior to the escrow disbursement, will be entitled to receive their escrow account balances, as well as any interest credited to their account.  For more information, contact Denise Garner.
