The City of Niagara Falls has financing available to help property owners
make needed improvements to their home. Funds are available for
owner-occupants and investors who own property in the following areas:
A.) Highland
Avenue Area
From College Ave. to Depot Ave.
From Ninth Street to Hyde Park Blvd.
B.) From
Lincoln Place to Cedar Ave.
From Whirlpool Street to Main Street-Portage Road
C.) From Cedar
Ave. to Walnut Ave.
From Sixth Street to Ninth Street
D.) From
LaSalle Ave. to Cudaback Ave.
From Portage Road to 24th Street
E.) LaSalle

Three types of
assistance are available depending on your income and whether or not you
live on the property to be renovated. A fourth type of assistance is
available for the homebuyers (Urban Homesteading) program.
Grant Program
(Owner Occupied) - The City will finance up to 100% of the cost of
property improvements (depending upon your income).
Deferred Grant
Program (Owner Occupied) - The City will finance up to 100% of the
cost of property improvements (depending upon your income) - with no
repayments required until you transfer title to your property.
Rental
Rehabilitation Program - The City recognizes the fact that, in the
current rental market, it is often economically infeasible to keep up with
all of the minor repairs that accumulate over time on rental properties.
In an effort to make property improvements affordable, the City will
provide investor owners 50% of the funding needed to make necessary
improvements. No repayment is required until you transfer title to the
property to a new owner. The maximum level of City funding is $50,000 per
property.
Urban
Homesteading Program:
Affordable homeownership program for low to moderate income.

City staff will inspect the property and work with you to include all of
the required work in a set of specifications. We will bid the work out to
qualified licensed contractors, and inspect all phases of the work for
completeness and quality of workmanship. Complete Program Guidelines are

may qualify for a grant, deferred grant, or urban homesteading/financing
from Community Development.
